The charter for Local #78 states the jurisdiction as the construction industry in the Mid-Western States. Currently membership in Local #78 is located in the states of Minnesota, North Dakota, and Wisconsin.

Local 78 has members that are in the highway heavy, site development, commercial and residential construction, aggregate production, asphalt maintenance, water and sewer, concrete curb & gutter and flat work.

Local 78 was started in 1965 and provides life, health, dental and short-term disability insurances along with defined benefit and defined contribution retirement plans, which are fully funded, along with an optional 401(k) plan.
